I am a huge fan of the Topaz Impression artistic filter Photoshop/PSE plug-in. I use it all of the time (posts where I talk about it) to make textures and other artistic designs and I even became an affiliate since I love it so much. Impression is a plug-in or standalone program, and I personally use it in Photoshop. The program goes under the Filters menubar so it is right there and easy to use. It is a million times* better than any of the artistic filters that come with Photoshop or PSE.
